Support for completing procedures
Any natural person that does not have the appropriate means (computer, digital certificate, knowledge, etc.) to present applications for procedures and other procedures that they need to carry out with the public administrations online can go to the Citizen Services Offices of the Government of Catalonia.
The personnel in these offices are empowered to identify natural persons, to sign on their behalf if the procedure requires it, and to digitalise and issue the authentic copies of the public or private documentation that is necessary for the process.
In the case of applications for procedures that require a compulsory signature, you must specifically authorise the person in the office that deals with to you to be able to digitally sign in your name.
This support has become more important since the entry into force of Law 39/2015 of 1 October. This Law provides for the electronic processing and digital management of all documentation, and assistance to all physical persons to be able to carry out procedures with the public administrations.
Nevertheless, if you choose to request a digital identity, you can contact the same offices, which can handle your idCat Certificate applications or register you so that you can use idCAT Mobile.
We recommend that you bring your identification document (National identity document, Foreigner identity document, etc.) to all Citizen Services Offices.
